How the result is calculated
The browser first searches JPEG quality at the selected dimensions. Only when even low quality exceeds the target does it progressively reduce both dimensions, repeating the bounded quality search until it finds the highest tested quality at or below the requested byte limit. Transparency is flattened onto white.
